Francis (Frank) Conklin

Frank Conklin has over twenty-five years of experience in the commercial insurance, managed care executive search consulting, and financial advisory industries. In 2016 he founded ROI Health, an integrated employee health benefits consulting firm, focusing on helping self-insureds. Frank has been involved with integrated employee health benefits since 1991. ROI Health’s advisors include financial and investment, quantitative analytical, occupational and nonoccupational nursing and worksite clinic management, physician medical director, group medical, workers compensation, and integrated benefits senior executive professionals.

ROI Health provides innovative strategic employment risk management solutions that deliver significant health and productivity cost savings by using its proprietary methodologies. This entails measuring health-related lost productivity and assessing the effect of a full-cost approach to managing health. First, establishing the right business processes, and then integrating health data with productivity data will enable employers to develop effective workplace health and human capital investment strategies that can shift the cost curve downward and deliver significant savings from integration instead of increasing expenses from ineffective group health, group disability and worker’s compensation silos. These capabilities differentiate us from other consultants and brokers, who may claim to have this ability, but cannot demonstrate an innovative approach that results in the reduction of health, disability, and productivity loss on employers’ financial statements because it’s totality as a line of action that’s essential from an economic standpoint.

ROI Health works with the C-Suite as a consultant advisor to design a integrated health and safety solution, and manages brokers, actuaries, other consultants, and vendors, while allowing employers to maximize the opportunity cost of its unique integrated benefits approach. This business process improvement strategy changes the game in healthcare benefits and services delivery. The mission of ROI Health is to provide organizations with the capability to use integrated employee health benefits to transform healthcare into a vehicle to create ongoing value for all stakeholders.

Prior to ROI Health Frank was a financial advisor and consultant with Sinclair Ventures, LLC. Advice from Sinclair Ventures assisted the KS Insurance Department in preventing the takeover of BXBS of KS by Anthem Insurance Company—the only instance where an acquisition by a major health insurer was blocked. He became familiar with the workings of Combined Benefits Insurance Company (CBIC), the first ever fully integrated benefits insurer delivering group health, worker’s compensation and disability, when leading an acquisition team that first attempted to purchase this insurer in 1999 and later reconstitute it with the original management team.

His specialty in integrated benefits arose from his spending over a decade in retained executive search in insurance and managed care.  In 1995 he started Conklin Co. Ltd., a retained executive search firm that specialized in integrated benefits, insurance and managed care. Some of his clients included: Aetna, Cigna, Community Care Network, First Health, HCX, General Reinsurance Group, Healthcare Compare, Intracorp, Met Life, Oxford Health Plan, Royal Sun Alliance, Travelers, et al.

Early in his career he worked for the Financial Services Division of Alexander & Alexander, Inc., then the world’s second largest insurance broker. He provided sales and service support for two-thirds of the U.S. in leading edge political risk and export credit insurance, and financial guarantee programs for Fortune 500 clients. Many of these clients experienced complex financial risk situations that he helped to resolve. Later he worked for FCIA/US Export-Import Bank of the United States identifying and finding solutions to similar problems. Frank is a graduate of Bradley University.
